Is it true that Jira user, such as Jira Core user, can't create service issue?

Hi,

I'm just started to evaluate Jira solutions. I want to use Jira Service Management for internal IT support issues.

After reading introduction article below, I have a question.

It says Jira Core and Jira Software users can not create an issue in Jira Service management.

Is it true?

(Well, 'customers' can create an issue but they are not authenticated)

That's correct, only Service Desk Agents can raise and work with issues in a service desk project.

But other users can create requests, which are backed by an issue, if they are a customer, and there's nothing that stops a Core or Software user also being a customer.
