For what I'm looking for, I don't want any users to have the ability to edit or delete comments. All comments should be permanent and time stamped, and if a change needs to be made it should be entered as a new comment correcting a previous one.

Community moderators have prevented the ability to post new answers.
Are you talking about your agents not being able to edit comments/delete comments? If so, just navigate to your Service Desk project and go to Permissions. Remove the permission for users to Delete All comments, Edit all Comments and Edit All Comments. That should do the trick.
