Is it possible to change the date format of the assets in the creation GUI?

The fields marked in yellow show the American date format. However, when I create the asset, it changes to the German format, which is how it should be. But can I change this in the GUI so that it already has the German date format?

German date format: 18.2.1993 (dd.mm.yyyy)

Edit: 

The language and system settings are all in German. So also the date formats, but in this display they are not shown in German

You should be able to change the date format throughout Jira through the "Advance Setting" menu as mentioned here:

Upon further research, this issue seems to be related to a BUG in Jira as described here:

I highly recommend you to vote on the active bug and comment on both bug reports to ensure the Atlassian team is aware of this issue.
