Is it correct that stakeholders receive notifications about tickets?

I had activated a notification setting and then someone had created a ticket, which then entered a workflow status where you have to approve a request. But this mail was also simply received by a stakeholder. Is that normal?Screenshot 2025-05-23 080158.png

You stakeholder was part of the approval list? If so, they would receive.

Check for the issue having approval field populated as?
Also, in the automation - the approval transition would have the 'approval' associated fields.

What kind of approval field?
So this is a change ticket and there is the status “Authorize” and apparently, if this status is, then you get a notification.

I have now found a setting when I go into the workflow, but it says exclude.Screenshot 2025-05-23 084938.png
