We have approx 115 users on Jira and we are wanting to add ServiceDesk to the instance. Blah.atlassian.net. If only 15 of the existing users need full access to service desk will all 115 users be charged the additional cost for service desk or only those 15 we declare agents.

Thanks

Yes and no.

Yes because Jira is now a composite application.  There are three "applications" - Core, Software and Service Desk, all run on the Jira "platform".  To keep things simple, you can assume that the platform and "Core" are the same thing.

The applications are licenced separately, but there's some inclusivity - a licence for Software or Service Desk includes a licence for the platform/Core.

So, for your case, it will be billed separately, albeit on one "invoice"  You have (up to) 100 people as Jira users and 15 Agents.  You will be billed for 100 users and 15 agents.
