Do we need a licence for Jira (Core) and Jira Service Management (JSM) to be able to develop an ITSM within JSM?

To develop and use IT Service Management (ITSM) capabilities within Jira Service Management (JSM), you only need a license for Jira Service Management. JSM includes all the necessary features to develop ITSM workflows, manage requests, incidents, changes, and assets.

Jira Core + Jira Work Management + Jira Software = (just) Jira (now).
Jira Service Management remains a separate product.
