Hi,

If I understand your request, you are looking to confirm if Jira Service Management can be made to be Title 21 CFR Part 11 compliant.  In the current state, I do not believe that it is.  However we have a related feature request for this over in JRACLOUD-69893.

And that particular ticket does indicate that there are a few different 3rd party apps that integrate with Jira Cloud that you could use to accomplish this.  Try searching Marketplace with this search string to see if perhaps you can find a suitable app to meet this need.
