In free plan can i have 20 users each 10 working on 1 project?

lets say i have 2 project. and 20 different coworkers. can i put each 10 for 1 project ? or there's a limitation for 10 coworkers only to use jira in general regardless of the projects

I think Jira Service Management Free Plan is only available up to 3 users (agents). See https://www.atlassian.com/software/jira/service-management/pricing.
Jira Service Management Free Plan can therefore only be used by 3 users.

Jira Software Free Plan is up to 10 users and can only be used by 10 users. This is not per jira project. So there's a limitation for 10 coworkers only to use jira in general regardless of the projects.
