In One of our Assets Schemas we have an End user object type that houses a Jira ID.
That object resolves for a select few users and not others.
When I mouse over the "Unknown User" tile it gives the "Oops we're having issues. Try again"
I have Org Admin/Site Admin permissions and can't access this Attribute
Another User with the same issue was added to the Schema Managers Role and has this problem. Here is the schema settings
In addition if I try to add a user the lookup doesn't resolve with any options
When I visit the admin console and look at our users there isn't a difference between the users, excluding myself, that can and cannot see this attribute
Any troubleshooting suggestions are appreciated.

As the user trying to fill in a User attribute you must have the global "Browse Users and Groups" permission for Jira in order to see available users in such attributes.
Beyond that, the users available for a User attribute can be limited to users from specific groups. The Object Schema Manager should be able to review the settings for the object attribute to determine if that is the case.
When I was researching this sort of situation for myself last week I was also finding information from Chrome Gemini that the users for which you are searching:
- must be Active (not Deactivated, not Suspended) cloud accounts
- must themselves also have the global "Browse Users and Groups" permission for Jira
I was able to verify the first requirement but have not yet tested the second requirement, so I don't know if Gemini was correct about it.

Are you trying to set the Owner attribute in these objects? That is the only attribute I see that is of type User.

As I see related post on Assets in the same period, it might have been a glitch.
Is the problem still there, as there is no active incident relating Assets at the moment or yesterday?

No user account related issue it seems, in your object type there are only standard attributes types.
I suggest to check the Schema permissions.
