I want to import a long list of services into JSM with a CSV file. I see instructions for importing Issues, but I want to import Services with Name, Service Type, Tier, Service Owners, Change Approvers, etc.

I am assuming that when you say services you want to create different request types within the service desk that individuals can then submit a ticket (issue) for support. In cloud there is not a way to do this via the API so their is no way to import or create them other than in the JSM project one by one. This is why Jira offers so many different templates. You should select one that matches closely to what you want to do and then make adjustments after the JSM project is created.
