A customer is currently unable to login to the account for some reason. If I delete the account and re-add add the customer to the service project, what happens to the two open tickets currently under the account holder's name? Will the associated email address with the deleted account still receive a reply when the existing ticket is updated?

There are no implications in the cloud with reference to user data, it will be intact if you just remove the site access. (Don't delete the account, this will delete all the user data!)
But I don't think inviting them back will give the necessary permissions.
Have you considered taking a look at project permissions and customer permissions options
