I want to rename the “Send” button that appears in the Customer Portal when submitting a request

Is there any way—either through configuration, themes, or customization—to rename the “Send” button in request types in the JSM Customer Portal on the Free plan? If not, is this limitation the same for all plans?

No, this cannot be changed as this is hard coded by Atlassian. Alternatively, you can change this in the development tools but this is not permanently change.
