I want to be able to leverage crowd for Jira Service Desk, but register them as customers

I have an existing environment with crowd/jira/confluence

I implemented Jira Service desk on another instance , but now want to use crowd to populate customer user list.  I created the app link in crowd/JSD and the users populate but as registered users.  I only have a 3 user license, and need them as customers.  I tried to enable 1 group, with no members and it still says I exceeded the license for JSD.  How do I populate some crowd users to JSD but registering them as customers and not licensed users
