I need to open service desk issue on behalf of

I need the directors' secretaries to be able to open issues on their behalf. They need to keep up with the issue, but the reporter can be someone else. How can i do this?

There are tow ways,

 

1) Add the directors as watcher 

2) Add a user picker field to issue, so directors secretaries  can create issues and can select the directors . Add those users in notification schemes so they can receive notifications.

make them a Watcher if they are JSW users or Request Participants if they are Customers
