I need attachment as public not secure

Attachments not showing in my site, I am getting comments and attachments through Rest Api. Comments are showing but attachments are not but when I login Jira account in same browser it shows me attachments. Thumbnail:  https://testproduct11.atlassian.net/secure/thumbnail/10598/download.png 

I want this link public not secure. Plz help

Attachments links will be displayed in your issue's screen via the portal UI.  However, one will need to have access to your portal UI + access to the issues to see it.

It is not possible to setup the link as public.

Getting data by calling api : https://testproduct11.atlassian.net/rest/api/2/search?jql=project%20%3D%20PL%20AND%20key%20in%20($request->id)&fields=id,key,summary,description,issuetype,priority,status,comment,attachment

All issue fields are showing in UI, but attachments are not
