Check your Screen configuration and make sure that you've added the 'Time Tracking' field to the view/edit screen for this particular project and issue type - I think that might be the issue here.

Fun fact, it was related to the browser Zoom.
Sometimes if it is greater than 150% it does not show the Log Work option
