I can see a specific user in Settings | People, but they don't appear in drop down to Invite team.

Within our Jira SD project TJI, I can navigate to /plugins/servlet/project-config/TJI/people and see the user in question. But within the project, selecting "Invite team" the user is not found to invite in as Agent? How can I add this user as agent?

Hi Rik,

Have you granted the user a jira core license?  They must have that first before you can invite to the team.  When you invite to the team, then Jira will grant the service desk license.
