I am trying to create tickets received to my admin email address , its not working

I am trying to add 

admin@neuralconnexion.com to create tickets from this email but its giving error 

 

Unfortunately JIRA couldn't connect to the mail server. Here is what the mail server said: "Read timed out"

 

can any one help , telnet it working fine
