The message you’re seeing means that your Atlassian Cloud site (Jira/Trello) was deactivated due to subscription cancellation, and your data is now in the grace-period before permanent deletion.
At this stage, only Atlassian Support can reactivate the site — community members cannot access or restore deactivated instances.

Choose:
Billing, Payments & Subscription → Reactivate my site
Support can restore the site if it is still within the retention window.
Once your site is reactivated, you can migrate Trello boards to Jira using one of these supported methods:
Built-in Trello → Jira importer
(Jira: Jira Settings → System → External System Import → Trello)
