How to stop Jira from converting time zones

So we have a situation where our clients need to tell us when the package they ship to us will arrive. We want to capture this information in an issue we call "Media Handling". FedEx, UPS, USPS, etc will tell our client the arrival time in our (the destination) time zone so I don't want the time to be converted. 

For example, a client is shipping a package to our office in the UK. It will arrive on Feb. 12 by 9 am (London time). Our client is shipping from Los Angeles and when they enter the time in the request using the date/time picker, it converts the time to Arizona time (our Jira instance time zone). I don't want the time to be converted at all since FedEx already did that for them. Is there a way to just accept the time without converting it or is my only option to create a custom text field and rely on the client typing the date/time correctly?
