Can you help me, trying to share dashboard with an external customer, that doesn't have a license JIRA
Is it possible?
Now projects and issues can see only users with licenses and certain permissions.

As Manon mentions, there's no way to share a dashboard or report from JSM if you don't open your Jira publicly.
We develop an app called Ronin Dashboards for Jira, where you can create ITSM dashboards and share them publicly, without opening your Jira. Have a look to this public dashboard.
We do have a customer who is creating a dashboard for each of their customers to display the SLA contracts on a monthly basis.

You can't share dashboards with non-licensed users, except if your Jira is public. Can you please explain your use-case though? Do you mean Jira Service Management customers, i.e. customers who access the customer portal? We may be able to find a workaround.

I mean JSM customers or users without license. I read similar questions here, and it said that this is impossible to do. I checked, but couldn't do anything about it anyway.

You are right, you don't really have any option for non-licensed users (unless you make your Jira public), but for JSM customers you can look at Marketplace apps like Charts & Reports for Jira Service Management or Advanced Portal Reports for Service Desk.
