I am familiar with regular drop list field configuration but customer wants a drop list field with 2 preset values as available options, for example, A and B, and the third option would be "Others". When "Other" is selected, customer wants to be able to manually enter text or values. This field will be used on issue creation and issue view. Is this achievable on Jira cloud? Maybe by using third party apps?

You can achieve this by using Forms on your request, it has an option to add Other and if selected the customer is prompted to enter a value.

It worked but I have two questions.
1. You have to go to the customer portal to create the issue. Can you do this in the below user/agent issue creation page?
2. It is not a field but a form, is there a way to do this using fields?

No, forms cannot be visible from the Create issue screen, you would either enable the generic URL from where you can create issues, or after the issue is created you add the form to it.
If you need it to be visible from the Create issue screen you would need an app like scriptrunner or one of the other scripting apps available in the Marketplace in order to do this. Also note that in order for customers to use the Create button they have to have a Jira license.
