We have recently created New project and started testing workflow but we have observed that new tickets generated in JIRA are viewed in earlier project too. how can i make provision to make sure these new tickets should not be visible to earlier project users.

Just to make sure that I understood you correctly. You mean that you created a new project and added a couple of issues. Users from the old project can see issue from the new project. Am I correct?

If so then you should change the project permission scheme. There is a permission called browse issues. You need to grant this permission to a role and then in each project you should define particular groups or users for the role. In this case only users and groups in the role will be able to see issues in a project.
