How to move issue to another queue with automation?

It depends on how you have set up your queues.

A queue is not a container for issues, it is a selection of things you have told Jira should be in it.  Look at the definition of each queue first, then to get something to "move" from one queue to another, change its data so that the current queue stops looking at it, and the target queue starts to select it.
