We need to modify help center login message text that seems to be only controlled by the system.
We followed the instructions to modify the JSM Help Center Log in message and that works fine. (https://support.atlassian.com/jira-service-management-cloud/docs/add-a-login-message-in-your-help-center/)
However, there is a bit of text seems to be controlled by the system but is not appropriate for our users. It says "Enter your email to log in or sign up"
In fact, we ONLY allow our users to log in. Entering an unrecognized email does not allow them to sign up.
How can we adjust this text message?

I doubt that is possible to change without Marketplace apps, as many other out of the box texts with Portals.
I also double checked by flipping the Portal access back and forth between "Allow customers to create accounts" and "Don't allow [...]" to see if the sign up part would remove itself if you don't allow creations, but it didn't. (Which I guess you already tested as well).
Thanks for the feedback - I also tried playing with the Portal access option and it didn't make a difference in the displayed text for me either. It's kind of disappointing, considering how customizable other parts of the system are. I guess this is one of those things we'll have to live with for now.
