We are running a premium plan for Jira Service Management which allows the use of a sandbox environment to test things.
I noticed that I can't edit templates in the sandbox, as the following banner suggests upgrading to a paid plan.
The sandbox environment cannot be upgraded. Is this a bug or is template editing intentionally disabled?

It looks like this is disabled by default. I cannot tell you why and I too would expect this to work.
As described in this article you can contact Atlassian support to see if they can help you activate this.
