How to compare comment.body with different values

Hi,

I have the following rule:

When someone escalates an issue, create a linked issue and summarise trigger issue's comment history into comments on new issue. 

I want to have an IF function (see below) where, if the condition is true, there will be a comment created on the linked issue. 

However, it didn't work - when there was no comments on the triggerissue, it still created a comment on the linked issue.

Is there an alternative method? Any advice or pointers is greatly appreciated.
