How to clone a specific ticket to newly created version using trigger when version created.

Yes, this is possible using Automation for Jira plugin if you have Jira data center license.

You can use

trigger: Version Created 

Condition: specific ticket using JQL

Action: Clone issue

Only existing versions we can add in actions, new versions we can't add
