Just want to check with you. We already subscribe to the license for JSM with 25 licenses to provide to our Service Agent. However, our JSM is having a Change request as well and it requires us to submit the change to CAB.
With this requirement, it needs to add these CAB members to a group but is it require to provide the JSM license to them? Does anyone have a workaround to prevent this? Because we just require them to Approve the change request. They're not a service agent.

It sounds like you'd benefit from using JSM's approvals feature. This allows a pre-defined set of users to hit an "Approve" button either on the request via the customer portal, or directly from the email notification they receive. They don't need to be licensed JSM agents; they just need to be listed as customers on the portal. Sound right?
