As far as I know, Atlassian does not specify a numeric limit, but I have seen some performance degradation beyond 200–300 custom fields in a single project (Page takes a long time to load).
I found a post back in May of 2020 saying that there's a soft cap of 50 fields but can be increased if you contact Atlassian.
That 50 soft cap is true and that I have had error msg "You’ve reached the maximum number of fields for this project" when I was new to JSM creating customfields for all my variables instead of Form fields.
