How do i authenticate that a linked ticket on lira isn't deleted

We are able to link a ticket to Jira from service desk our problem is that anyone can delete the linked ticket... Is there any means we can authenticate that only administrators can delete the linked ticket please see below.

Change the permission schemes, removing anything that grants "delete" to non-administrators.

I'd recommend doing that in all cases, not just yours - this forum is filled with people who are trying to "get back" issues that they have allowed to be destroyed, and the process is not simple.
