The short answer is you can't change the Space type.
If you want to stop using the Service space functionality and want the same issues to be within a Software space with access to that functionality, then you will need to set up a new Software space and use the Move Issue feature to move the items from the Service space to the Software space.
Can you tell us about the problem your are trying to solve with this move? There may be an alternative solution that doesn't require changing the items to a new Space.
