If you are on Jira Server, you could see if the CSV User Importer app fits your needs.
If you're on Cloud, it might be worth reaching out to Atlassian Support to see they can help you out here. To my knowledge, there's nothing built into Jira Service Desk Cloud that would allow you to bulk import users without connecting to some external user directly (like LDAP or Active Directory).
