I would like to report when a custom field was changed - this is a workaround for SLA since I have a Team-Managed Project. Is there a way or workaround to report when a specific field was changed?

Out of the box, there is nothing like that provided when issue's field value changed report. When a field value is changed in the issue, I am sure that you already know that if you access the Activity tab of the issue, you will see the field that was changed by whom, date, and before and after values - those are part of the issue audit records.
The key thing you need to ask is what is the key purpose of generating a report only for a specific field value that got changed?
I agreed with what Florian suggested on your ask. However, having a setup like that is not really going to resolve your need as the specific field can be changed multiple times throughout it's lifespan.
Another possible approach is using custom REST APIs development to provide the data that you wanted by accessing through the issue's audit history on the targeted field.

Not sure what you want to do with that but if you want to store the date a field as been updated you can create a date field for that and set the field using an automation that trigger on "Field value changed" for the field you wan to track.
