OK, server, but a pretty old version. Open the issue where you would like to add the watcher, go to the "Persons" section & add the watcher. He must have a valid Jira license, otherwise you cannot pick him.

Is the watcher a Jira Service Desk agent or a customer? For an agent (or Jira full license user) you've got a watcher field in the persons section. For another customer you've got a request participant field where you can add existing customers.

Thanks for your reply. We use JIRA to report issues internally so I am guessing we are using jira service desk?

What is the watcher supposed to see: The customer frontend (allows commenting on the issue) or the agent frontend (allows full access to the issue & includes changing the status, tracking time, etc.)?
