Currently the requestor/customer portal is only limited to a certain amount of list views/fields you can add for columns. Is there a way a requestor can filter their tickets by adding in a column that show what labels/tags are added on that ticket? Is there also a way that requestors can filter tickets other than request types and statuses? These would be very beneficial if this could be added to JSM.

Unfortunately that's not possible with out of the box features. There are some 3rd-party paid apps that can do it, however I'd suggest to consider an alternative approach.
What you can do is to append / prepend labels or tags to the summary of the incoming request with a simple Automation Rule, so that the search box in the customer portal can be used to look them up, i.e.: "New Incident Summary [Staging]"
This would be the easiest and most cost-efficient solution
