In Project that we use in order to work with customers, we have two Request types. In the portal, when customer clicks the Project name, they see:
*Contact us about and then Sub - title and a name of the Request type, you should click to it in order to another screen where you see: What can I help you with?
and click the Request type name once again to open portal request form.
I'd like for the customer to the What can I help you with quest at the first screen they see before getting to the request form and for titles not to show up. I don't know where they are coming from. Customers should be able to click only once on the Request type they want o open in order to get to the form.

How is your customer diverted to the portal. If the user goes there by following a link via your organization website, you can just modify that link.
Normally users go to help center via:
https://<yoursite>.atlassian.net/servicedesk/customer/portals
And then click on the portal they want to visit.
But you can also go directly to the portal via, e.g.:
https://<yoursite>.atlassian.net/servicedesk/customer/portal/1
Note 1: User still can return to the Help center via breadcrumbs in the portal.
Note 2: If you want to have a separate website all together you should take a look at apps like Refined for Jira Cloud
