I would like to add two users from two different companies in my JSM Cloud Management, both the users don't have access to the Jira Products. Please note, both the users are agent not customers.

That would depend on what you would like them to do? Do they need to work on issues? Just view them? Provide information?
They will work on the issues as well as do the communication internally.

Working on issues would indeed mean them having a JSM licence. So you'll have to add them to the product

Welcome to the community. I agreed with both @Dirk Ronsmans / @John Funk stated. In JSM, if an user who needs to be working as an agent (one who needs to handle/work on issues in the project(s)), then he/she must be granted with an actual agent license from your site with access to the product.
