I want to be able to send attachments, such as JPEG, PNG and PDF, not a link to the docs and the recipient be able to view and download the doc.
How is this possible without them having to log in?

You can send actual attachments both, regular and inline via email using a third party app, like Raley Emails Notifications.

Hello Nicole,
Currently, the notification includes only a preview of the attachment and for the customer to be able to open or download the attachment, they need to login in the customer portal. We have a feature request suggesting the implementation of the ability to add the attachments as an actual email attachment for them to open and download through the mail client:
