You can use Announcement Feeds app for this (developed by us, CoreSoft Labs).
You set up a separate feed for the group you want to notify, select a placement and create content (from short notifications to long articles) that will be displayed to the users. It's available for Jira and Jira Service Desk.
I use it at one of our Client's instances exactly for this purpose - informing the community about changes in the system, fixes, maintenances etc.
Do you mean how to post articles via the Customer portal? If so, no possible.

See published Articles via the Customer Portal? In which vase you just need to link the project to a Confluence space and then post articles in that space which populate the Searches performed from the Portal.
