How are Texas state universities handling TX-RAMP/FedRAMP compliance for JSM cloud premium?

I'm with Texas A&M University - San Antonio and we use Jira Service Management (JSM) cloud premium.  My research indicates that JSM cloud premium is neither FedRAMP nor TX-RAMP compliant, and that if we want to continue to store confidential information and be in compliance then our only option is to upgrade to JSM gov cloud.  Has anyone else found a way to continue using JSM premium cloud and still satisfy these compliance requirements?  If so, would you please describe them?  Thanks.

Did you asked Atlassian support about your compliance doubts? They should be able to clarify this to you.
