You can add holidays for every project separately under Project settings. If you want to add it using bulk, I recommend you to try our app Feature Bundle for Jira Service Management. It contains a feature called Add bulk holidays. This configuration is available in the global configuration. It saves a lot of time.
I don't understand why I pay for a built-in functionality that the developers have disabled for some unknown reason? Maybe this app has insiders at Atlassian?
