Hi,
I need to update the fixed version of a number of issues in a collective way, I think there is a Bulk Change or Bulk Edit functionality under the tools however the only dropdown item I'm able to view under tools is "Clear Sorts" Do you think this is an access or authority issue?

The bulk edit is a permission granted via Global Permissions (you need to be a Jira admin to change this setting and grant it to groups of users).
If you go to System > Global Permissions and then under the 'make bulk changes', it will display all of the Jira groups (managed and controlled by Site/Org admins) that have this permission. Right at the bottom of the screen there is a 'Grant permission' section where you can add additional groups to these global permissions.
I would be careful with assigning groups with large amounts of users in them to this permission however, as doing things in bulk can lead to some big mistakes if the users don't know what they're doing.

Yes, Jira has this feature - Bulk change.
It is global permission, that you got from your Jira's admins - How do Jira permissions work? .
