How can we enable 2FA in JIRA Service Management data center version ?
There is no out of the box 2FA.
Depending on how you want to implement this you will have to use one of the following optinos:

Yes, @shrikant maheshwari Your requirement can be easily achieved using the miniOrange Two Factor Authentication add-on.
It provides various options to enable 2FA for a subset of users (based on groups). So using that you will be able to enforce 2FA just for your external users (i.e Jira service management customers). And the Service desk agents won't be asked for 2FA.

@shrikant maheshwari you'll definitely need a plugin to enable 2FA for customers only.
I've worked with the miniOrange solutions before and I can recommend it. But there are other alternatives too so it's up to you :-)
The best would be to start a free trial for one of the plugins and see whether it fits your expectations.
