You've selected Product Plan as FREE wherein the permission schemes cannot be changes; i.e. all the users who are invited to site does have all the required BASIC PERMISSION.
You have to invite those users as licensed users in your site.
APpraoch: Create a Group as Tripleten users, and add those users there, thence allocated this group as product access in admin.atlassian.com (required org admin permission)
