Is it possible for a customer to filter by component in the service portal? If so, how do you set this up? What do the fields that can be filtered by depend on?

No this is not possible ootb.

Or you could look for 3rd party solutions on the marketplace.
@Benjamin Buchwald With default functionality its not possible in jira/JSM.
But using the third party add-ons it may be.
