There isn’t a way to incorporate the domain into a JQL, at least OOTB or easily. There may be an addon that could help. Yo7 might see if the likes of Scriptrunner or Power Scripts has a function for this. You could consider adding a group for the domain and adding all users into the group then using the group in a JQL exclusion statement. However, I expect you don’t know all the users and that is why you wish to exclude the domain.
