I have two screens applied to an issue type screen scheme. One screen covers the Create/View Issue Actions and the other for the Edit Issue Actions. On the edit issue action, I've removed some fields that I want to appear but not be editable.
For some reason, I've noticed that the fields that I've removed from the edit issue action screen, totally disappear on the issue view. I have to add them back to the edit issue screen, let it appear on the issue view, then remove it again.
It was my understanding that this is not the proper behavior for the screen schemes. I thought that you should configure your screens this way if you want to prevent editing. What am I doing wrong?

As per this documentation, you are correct. Fields on the View screen but not on the Edit screen should be visible when viewing an issue.
Have you checked the More Fields panel below the Details panel on the right?
Is the field shown is the issue layout?
Yes, I don't know if it's a bug or not but the field was not there a few minutes ago despite it being on the create/view issue actions.
When I added it back to the edit issue action, it appeared on the issue layout. I removed it from edit issue and so far, so good. It's there and not editable. I'll have to watch it to see if it disappears again.
The field is “Region”

Al the fields listed on ESS HR Actions screen should appear on issue view mode.
