Exclusive control of issues created from the administration screen

After creating an issue, it is possible to edit it, but it seems that two or more people can edit the same issue at the same time.

User A edits an issue, User B edits the same issue, User A saves, User B also saves.
→ After user A saves, user B also saves.
→ Is it possible to display a message such as "A user's updates and exclusions are applied" when user B saves?

Is it possible to lock the file so that user B cannot edit it until user A edits and saves it?

Hi @Yuhei 

As I remember this is not possible to block editing issue option when other user is editing. By default jira allow editing issues for everyone who have edit permissions on project.
