Yes, this is possible using Validators in your Workflow.
You'll need to do two things here, and need to be a Jira Admin to modify these settings (assuming this is a Company-managed JSM Project).

(1) Screen
You'll need the "Log Work" field to be on a transition screen, so a user can populate it during the transition.
- Go to Settings > Issues
- On the left-hand menu, select Screens
- Either...
- Create a new screen, if a workflow transition doesn't have a screen
- Find your existing screen, if a transition uses one. For example, most closure transitions already have a screen
- Ensure the field "Log Work" is included on the screen

(2) Add Validator
Use a Validator to ensure the "Log Work" field is populated during the transition
- Go to Settings > Issues
- On the left-hand menu, select Workflows
- Search for the Workflow relevant to your Project(s)/Issue Type(s), and choose to Edit it, using the Actions button (3-dots icon) on the right-hand side
- Select a relevant transition
- On the pop-menu that appears...
- Select Edit, and add your Screen
- Next, Select Validators...
- Add a new Validator
- Choose Field has been modified validator, and press "Add"
- Set the Field to "Log Work", and enter an error message - then press "Add"
- Repeat these steps for other transitions you want to have this Validator on
- Finally, Publish your Workflow so the new changes take effect
